To be fair, her mom sounds tired and sensitive. I truly think sitting down and talking could help, if her mom is willing to listen.
If they are also using the kitchen, then they can bring their own supplies.
Was the guest trying to make it so inconvenient that the hotel just let him stay in his king room at the lower price?
She just needs to ignore this neighbor at all times!

Even if they were upset for a very good reason, leaving her at a gas station is just bad person behavior.
She probably needs to stop hinting.
A recommendation should stay a recommendation, not an order.
Just stop going to lunch and see what happens.
