Tenant Kept Losing Packages To A Neighbor Who Denied Everything, Until FedEx Found Her Items In His Apartment

Living in a small apartment complex is supposed to mean fewer problems, not a mystery worthy of its own detective show.
One tenant had spent months dealing with packages disappearing from a tiny shared entryway, always suspecting the first-floor neighbor who conveniently owned a camera pointed right at the delivery spot.
After ordering a pair of prescription glasses just to test her theory, she found herself once again empty-handed, forced to file a report with FedEx since confronting the notoriously volatile neighbor directly felt too risky.
Two days later, delivery drivers knocked on his door and found the package sitting right there, opened, with her name and apartment number clearly visible.

Is my neighbor lying?
I live in a 3-unit apartment complex with neighbors in the first and 3rd floors. I have not been able to order packages for the longest because they keep getting stolen.
The renter has their suspicious, and they’re determined to get to the bottom of the mystery.
My family and I have been suspicious of the people from the 1st floor, as they have a camera where the packages are often dropped and disappear.
I decided to test out my luck again by ordering a pair of glasses (prescription), and unsurprisingly, they were nowhere to be found when I got back to my place.
So the renter decides it’s time to escalate things.
I filed a report to FedEx, and they came 2 days later to knock on that neighbor’s door.
I would’ve done it myself, but the man that lives there is very violent and impossible to have a conversation with without having him scream.
He pretty much caught the guy redhanded.
He did have them. The package was open and clearly stated my name and apartment number.
I was very upset and knocked on his door and asked why do they keep taking our packages.
They claimed that they didn’t take anything and just pointed out where it was to the delivery guy.
Now the renter is at a loss for what to do next.
The entry to the apartment complex is smaller than a closet, and I’ve searched profoundly the day that they arrive.
How would then it appear out of nowhere, and open nonetheless?
I don’t know what else to do.
