Neighbours dog upstairs whining is driving me nuts (mid floor apartment). Should I report it to management?

It is written into the house rules that there are no pets or animals allowed.

Management say they will overlook them if no one complains.

The dude upstairs had a sound system. He used to play it far too loud.

But two can play that game.

So I put a large speaker in the room right under his.

I played it even louder for a couple of evenings.

He has kept it much more reasonable since then.

This man talked to his neighbor several times, but got dismissed.

I had spoken to him about keeping it down several times prior as well. He ignored me.

He lives with his girlfriend and two other housemates.

They live in a duplex above mine, with  a living space and an attic space with two bedrooms.

If they moved their bedrooms up to the top of the duplex, things could be different. They could play their sound system, and the dog could make all the noise it wants.

Now, he’s unsure what to do.

But obviously I cannot tell them to do that.

If I raise it with management, they will just send out a letter that will illustrate the complaint. It will tell them to fix it.

I am unsure what to do. Maybe it would oblige them to get rid of the dog?

Any experiences with such issues.

Lol. The speaker battle may have worked temporarily, but it’s not exactly a long-term solution.

Since the neighbor has already ignored polite requests, going through management might be the next thing to do.

At least that way, OP won’t have to keep competing in a volume war. What do you think?
