No Pets Are Allowed In The Building, But The New Manager Has Two Dogs — So A Tenant Reported Her

Imagine living in an apartment building that has a policy where tenants are not allowed to have any pets at all. You can’t even have a pet fish. Would you assume that rule applies to everyone who lives there? What would you do if you found out that someone was breaking the no pets rule?
In this story, one tenant is upset that the on-site manager who lives at the apartment complex has two dogs. He’s not even trying to hide it either. They are outside a lot, and they bark a lot.
The tenant decided to report the manager’s pets, but now he’s wondering if that was a bad decision.

I live in a small one bedroom apartment that’s on the older side and they do not allow pets of ANY kind.
I was fine with this rule and understood why when I first moved in.
Early this year my apartment complex was bought out by a management company and they still enforced the “No pets” policy, which again is understandable.
This would be so annoying!
The onsite manager just moved in, and to my surprise they have TWO small dogs.
Normally I wouldn’t have been too upset because emotional/service animals are acceptable but I recently learned that neither managers dogs are emotional or service animals.
He leaves them outside for majority of the day and all they do is bark nonstop for hours and hours.
He reread his lease.
I got a lease renewal two days ago and I was reading the no pet policy.
Tenants are not allowed any kind of pet (not even fish or reptiles) and if a pet is found in your home you are required to pay a $700 fee and will be kicked out.
After reading this I was pretty frustrated with the onsite manager and lack of responsibility for his two dogs that bark all day. So I sent in a formal complaint against him.
I don’t think it’s fair at all, that paying tenants cannot have any kind of pet whatsoever but the manager is allowed to have two animals and leave them outside ALL day.
His friends have thoughts on what he did.
I ended up getting some opinions from some friends and some of them think I was awful for reporting the manager.
I personally don’t think I’m in the wrong here because in what world is it okay for the manager to have pets but no one else is allowed?
Am I wrong in this situation?
The manager should not be allowed to have pets. Either they change the rules so that everyone can have pets, or the manager needs to rehome his pets.

Another person reassures him that he didn’t do anything wrong.

The barking would be an issue regardless.

Surely the apartment manager knows the rules. It’s unreasonable for him to have pets, but no one else can have them.
I wouldn’t be surprised if OP isn’t the only tenant who has complained.
The barking would be a problem even if dogs were allowed.
