Husband Lets In A Cat Which Ends Up Biting His Baby, So His Wife Doesn’t Want Him To Let The Cat Inside Again

Imagine seeing a cat wandering around outside your apartment. Would you let the cat inside?
In this story, a husband and wife disagree about what they should do. The husband wants to let the cat inside, and he has done this multiple times. His wife doesn’t want him to let the cat inside anymore.
He thinks she’s being unreasonable. I think she has very good reasons for not wanting him to let the cat inside. One of those reasons is that the cat bit their baby. But that’s not the only reason.

Husband let neighbor’s cat in multiple times, cat bit our baby unprovoked, AIO for being upset every time he’s let the cat in since?

A week or two before Halloween, we had a cat stop by our apartment and my (28F) husband(32M) let the cat in for a bit.
The second night, he let the cat stay in our apartment overnight. He had me pick up food, litter and litterbox. We figured the cat was a stray.
I was against it since we have to have approval for pets.
But the cat isn’t to be trusted.
Cat wanted out the next morning again, but came back same time that night.
Husband insisted the cat stay again.
The next morning, while husband was at work, I was playing with our 7 month old and the cat was laying nearby. Neither the cat or the baby were paying much attention to each other, until the baby leaned forward to crawl, and the cat leapt up and bit down on her arm.
I immediately ushered the cat outside and checked my baby’s arm.
Thankfully, the baby was okay.
She didn’t make much fuss, I think she was more surprised than hurt.
I told my husband what happened and at first he was upset and said “the cat’s not coming back then”
The cat didn’t show up anyway for about a week and a half, but when (I’m assuming cat is female) she came by, husband let her in.
That same night, we found out the cat belongs to the family on the first floor.
But her husband still lets the cat in.
Even though we know where the cat belongs now, my husband keeps letting her in at night, after the baby has gone to sleep.
I don’t feel comfortable since the cat belongs to our neighbors, and I’m also irritated because I’ve been the one cleaning up after the cat.
I’ce been short tempered with my husband because when I brought up why I’m upset, he says I’m overreacting and being a brat and he “can’t help it”.
She doesn’t want him to let the cat in anymore.
I have nothing against cats, I won’t mind if and when we get one, but this one bit my baby, unprovoked, and belongs to someone else.
I am also worried if our property manager finds out we’ve let the cat in, we will for sure be kicked out.
It took 2 years to get in here and we can’t afford anything else nearby.
AIO or is my irritation and worrying justified?
Maybe it’s time to talk to the neighbors, tell them what happened, and ask them to keep their cat home.

It’s not their cat. The cat has a home. The cat bit the baby. They’re not even supposed to have a pet without approval. What is her husband not understanding? He should not let the cat in anymore.
I’d probably talk to the neighbors and ask them to keep their cat inside.
If they want a pet, they need to get a pet, not steal someone else’s.
