“We Can’t Do Anything”: Police Response Leaves Terrified Mother Alone Against Neighborhood Creep

Feeling watched inside your own home is enough to make anyone feel uncomfortable.
One woman has dealt with that for months after noticing a man from a nearby apartment complex staring through her back window.
Then, things got much worse when he started making inappropriate gestures toward her while her toddler was nearby.
She called police and provided video, but officers told her they couldn’t do much.
Now, he’s started doing it again despite multiple complaints from other women.

Creepy Guy
Basically, I live in a townhome community that backs up to an apartment complex.
We moved in a year ago, and there was always this creepy guy standing out behind the apartments staring into my house through our only back window/sliding glass door. I thought it was odd, so I started closing my blinds every time he was out and noticed that as soon as I closed the blinds, he would leave.
This went on for several months until one day (and I have video proof), I am sitting on my couch inside with the sliding door closed, and this man motions at me AND MY 2-YEAR-OLD!!!! to come outside and proceeds to grab his *****.
He’s only been in trouble one time.
Yes, the cops have been called, and I provided the video, but they said because it was over his pants, they couldn’t do anything.
I live in Illinois, and the local police department has been anything but helpful, even though multiple women have come forward about this man.
After they finally gave him a ticket for smoking **** in public, he seemed to calm down until this past Sunday night, when I looked outside to make sure everything was good before bed, and again he was out there touching himself.
At this point, the detective said something she didn’t want to hear.
I went to grab my phone, but by the time I did, he was gone.
I contacted the detective they assigned to him (due to the amount of people who have called on him), and he said they can’t do anything about that and that it isn’t illegal.
I flat-out said, “So what laws do you have protecting women from ****** harassment in their own home?” and he said none.
Now, she’s desperate to find a solution.
It’s 2026. Be for real.
I am at a loss on what to do about this. Any insight on how to move forward?
I thought about contacting the county sheriff, but I’m not sure they can do anything the local police can’t do.
I’ve also reported him to his complex management and found out multiple other women who live by him have reported him to them as well, and they seem to not care.
Wow! Clearly, the police are doing what they can, but this has to be a stressful situation for her.

If the local police won’t do much, then contacting the sheriff’s office and continuing to document everything may be worth a try.
She should also keep pushing the apartment complex, especially if other women are reporting the same guy.
And until someone finally takes it seriously, she may need to install cameras and keep the blinds closed.
