Young Woman Keeps Catching Her Neighbor Staring At Her, So She’s Considering Reporting Him To Property Management

It’s one thing to notice your neighbor. But it’s another when they seem to be watching every move you make.
One young woman has started feeling that way about the middle-aged man who lives next door.
At first, she tried to ignore the staring and told herself she might be reading too much into it.
Then, a few uncomfortable encounters with him and another neighbor made it harder to brush off.
More recently, she noticed his car slow down near her while she was walking home, which only added to the uneasy feeling.

I’m in my early twenties and female.
There is a neighbor right beside my house who wasn’t really a bother when they first moved in. He looks middle-aged, possibly around his 40s, and lives with 4 others, I believe. I think they are Indian immigrants.
He would sometimes sit outside the front porch and play loud music while drinking during the day. I was like, alright, it isn’t bothering me. I just brushed it off.
She cannot even walk down the road without feeling uncomfortable.
It started to get strange when, one summer this year, I was walking back from the store and he was out with another person who is another neighbor from the same neighborhood we all lived in.
When I was about to go inside my house, the other neighbor made a comment in a language I didn’t understand, and both of them laughed at me. I got a gut feeling that it was pretty inappropriate, went inside, but just reassured myself that I didn’t know what he actually said and just left it like that.
Unfortunately, that uncomfortable feeling was true when I was walking back from a dentist appointment and the other neighbor made a “pspsps” sound at me. I could see him within my peripheral vision, and he was smiling. I immediately turned my head away.
It’s the same thing every time he sees her.
Luckily, I haven’t seen the other neighbor for 2 months, so I think he moved out, but I digress, as the neighbor beside me is the main issue.
Passing by just to get into my house would only leave him staring. I’ve gotten pretty good at ignoring his stares, but again, an uncomfortable encounter. Sometimes he would talk to another neighbor who is a house away, and when I would walk by, BOTH of them would stop talking and just stare.
Just yesterday, I was walking back home from a store and stopped in my neighborhood to check something on my phone. His car would slow down near me. Maybe he thought I was gonna cross the road, but idk, I just stood there, and then he drove away.
After her mother’s failed report in the past, she’s not sure whether to contact the property manager or not.
I’m thinking about reporting this to property management.
My mother reported them for really smelly trash that we could barely open the front door because it smelled that bad, but they said they couldn’t do anything about it.
So I don’t know if I should report this because idk if there is much information for them to take action, let alone I’m scared they will report it and the situation will escalate.
Yikes! This guy is definitely giving off creepy vibes.

She should not ignore this situation.
Maybe the neighbor isn’t doing anything inherently wrong, but who knows what he’s really up to.
Talking to property management would at least put the situation on record.
