The following story is about an elderly woman who repeatedly caused problems by secretly feeding feral cats.
Now, the cats have started invading their parking lots and causing safety concerns.
Now, he and the other residents are looking for a humane solution to control the cats and handle her behavior.

Neighbor in her 80s refuses to stop feeding feral cats, dodges cameras, ignores fines, and yells at everyone
We have a woman in her 80s who lives in our condo association and has become an absolute nightmare to deal with.
She regularly walks around the property yelling at people and getting into confrontations with neighbors.
She is extremely hostile if anyone challenges her.
And she basically operates as though none of the condo rules apply to her.
This man noticed that his elderly neighbor kept feeding stray cats.
The biggest issue right now is that she continually feeds stray/feral cats around the property.
Our condo rules specifically prohibit this. She knows it.
The association has told her to stop. She does not care.
Now, we have multiple feral cats roaming the property and parking lots.
Some look sickly. They hang around and underneath cars, get on residents’ vehicles, and have become a major nuisance.
The neighbor continued feeding them and would just hide from the cameras.
The association has issued violations and fines, but those apparently mean nothing to her.
We put up trail cameras to document the feeding, and she complained to the board about the cameras.
Once she figured out where they were, she simply started avoiding them and apparently feeds the cats where the cameras won’t catch her.
Animal control won’t do anything either.
Now, he’s looking for ways to deal with her.
So we have an elderly neighbor who openly ignores the rules and isn’t deterred by fines.
She adapts her behavior to avoid getting caught, regularly yells at people around the property, and continues creating this problem for everyone else.
Has anyone dealt with a neighbor who simply does not care about consequences?
What finally worked?
I’m especially interested in solutions beyond “have the HOA fine her,” because we have already crossed that bridge.
He wants to have the parking lot back without the cats.
I’d also love to hear from anyone who found a humane way to get an established feral-cat population off or under control on private property.
Nobody wants to harm the cats.
We just want our parking lot and common areas back.
And we need some way to deal with a neighbor who has apparently decided she can do whatever she wants.
Honestly, this sounds like a situation where ordinary fines clearly aren’t changing anything.

The residents are right to look for a humane approach that addresses both the growing feral-cat population and the ongoing rule violations.
