Employees don’t create the policies.
It is possible that the neighbor might have dementia.
He has a great opportunity to start his life off on his own, and he should take it.
Unfortunately, the entitled woman will keeps standing in parking spots if nobody stops her.
It does sound like an almost impossible task.
There is clearly a cultural aspect to this story, but if he gives them money, he is just enabling them.
