Folks…what IN THE HELL is the deal with people who are seemingly incapable of turning their music down?

It’s not like these folks don’t realize that they might be seriously annoying their neighbors…so they must not care.

Neighbor constantly blasting music. How to deal?
“I have a neighbor who is constantly blasting music (mainly hip hop) full volume out of his garage in a residential neighborhood with many apartments within close proximity.
I would lose my mind…
By constantly I mean nearly every day, sometimes for 12 hours with no break. I don’t get the feeling he has a job or friends, he’s just always there tinkering around and playing music loud enough for the deaf to hear.
Local noise bylaws state noise can be made outside until 11 pm on weekdays and 9 pm on weekends. Though is it really reasonable to have club level volume blasting into your apartment until 10:30 pm on weekdays??
He responds semi-responsively when asked to turn down the volume but only very temporarily, like 15 minutes, then back to what it was before. In general he’s the type who doesn’t enjoy anyone telling him what to do (since of course he is).
In fact, this would drive anyone crazy!
I’m all for people being able to make reasonable amounts of noise in a city but this is definitively excessive. If he did the same thing only once in a while I wouldn’t be here but it’s minimum 5 or 6 days/week.
I’m not any more interested in involving the police than he is but what other solutions do I have?
At worst if I do end up making a formal noise complaint, what would the police even do if anything?
I could resort to also blasting music outside over his but then technically I’m a jerk as well according to my other neighbors.
I’m pretty sure his family owns the building he lives in so no eviction would be possible.
