The neighbors don’t sound like bad people.
This guy’s neighbors have no regard for other people!
It’s pretty obvious that nobody is keeping an eye on these kids…
An anonymous complaint would be the way to go if possible.
I think trusting your gut is usually the way.
The dog owner’s behavior is unacceptable.
The neighbors need to make it right.
