She was upset when I said no again and said again that she didn’t want a gift card or a card or flowers.
No one should have to give away something they rightfully earned.
It seems like maybe dad is just bad at communicating in general.

This is very out of the norm; typically, I spend about $200 on birthday gifts for both her and my brother-in-law (44M).
