It would’ve been better if the manager had stayed out of it.
When the managers don’t want to deal with a problem and keep ignoring it, you have to make it their problem.
It’s hard to know if she’s paranoid or if the neighbor really is creepy.

This homeowner needs to do everything in their power to keep this neighbor far away from their property.
