She needs to find a new roommate IMMEDIATELY.
There’s a difference between noise you can tune out and noise that actively disrupts your day.
Personally, I’d move.
Following the rules is sometimes the best way to get them changed.
Nobody should be denied the ability to use the bathroom when they need to.
She needs to kick her roommate to the curb ASAP!
