Downstairs Neighbors Scream, Bang On The Wall, And Hit The Ceiling Every Time The Upstairs Neighbor Makes Any Noise, So She Contacted The HOA
Nobody should have to live next to neighbors who make them feel unsafe.

They sound like horrible roommates.
The neighbor is definitely not a deep sleeper!
At some point, it stops being a roommate problem and starts sounding like a sleep study.
If you can’t stand the noise in the middle of the night, make sure you don’t make it either.
I’m not sure if it’s worse to live near noisy neighbors or to be accused of being a noisy neighbor.
Hopefully, this was a wake up call to be more considerate.
That’s one way to handle the situation!
The dog is not the problem.
If you want quiet, don’t live in a downstairs apartment in an old building!
