She has put up with them long enough. Now it is time to ignore them, and report them to the police if it doesn’t stop.
It shouldn’t come as a surprise when she gets into trouble.
A window shouldn’t cause this much of a war.

Documenting every interaction, recording it when possible, and then letting the police and apartment manager handle it from there is the best course of action.
Kindness can open doors, and sometimes it opens them a little too wide.
Management already stepped in once.
They are allowed to live their life, but they should also try to keep as quiet as they can.
