I feel bad for whoever has to live next to those neighbors next.
The cat doesn’t belong to him, but the neighbor doesn’t seem to care about it.
I think the best next step would be for the affected residents to work together rather than continuing to approach the neighbor individually.
She really needs to get her act together fast. She can’t keep waiting on the one apartment manager.
