They need to get that fence up as soon as possible and make sure the neighbors know that their yard is not a walking path.
Never assume malicious intent when simple ignorance or a mistake can explain it.
Good fences make good neighbors, but great neighbors shouldn’t need any fence at all.
If management won’t keep strangers away from the windows, it may be time to make sure the windows stop giving them a show.
