Is it true that car salesmen are not allowed to negotiate on the prices of cars anymore?

I don’t know how anything works anymore.
There doesn’t appear to be any end in sight.
“I might be cooked. Car’s unlocked. The junk is still not opening. I got 40 miles to the tank. Yeah, I’m cooked, all right?”
Don’t complain if you’re not willing to walk in to fix the problem.
This is insane.
