Just because your suitcase has space doesn’t mean it’s open for business.
It’s her birthday, she should enjoy it! If her mom can’t see that, then that’s her problem.
The tour company needs to put this dog on the payroll!

Those long flights can be EXTREMELY uncomfortable.
