To be fair, her mom sounds tired and sensitive. I truly think sitting down and talking could help, if her mom is willing to listen.
If they are also using the kitchen, then they can bring their own supplies.
Even if they were upset for a very good reason, leaving her at a gas station is just bad person behavior.
A recommendation should stay a recommendation, not an order.

Helping family is great, but giving them monthly access to your budget may be too much.
This guy crossed the line and now he has to deal with the consequences.
